Government, management and NRI — same college, same NEET

A Uttar Pradesh private medical college notifies the same MBBS seat under three categories: a government / state-quota seat (the subsidised tier, allotted on NEET-UG merit by the state board), a management / general seat and an NRI seat. The degree and the NEET-UG requirement are identical — only the notified fee and the seat pool change. State-quota, management and NRI seats are allotted by the Directorate General of Medical Education & Training, Uttar Pradesh (DGME) through its UP NEET-UG counselling portal, upneet.gov.in. Most colleges are academically affiliated to Atal Bihari Vajpayee Medical University (ABVMU), Lucknow — the state medical university — while a few affiliate to their own parent private or deemed university.

UP DGME fixes the fee by GO — but publishes it college-wise

Each session UP DGME issues a Fee-Fixation Government Order for private medical colleges and publishes each college's tuition — plus a separate minority private-college fee structure — on UPNEET. Because the figures are notified college-wise (and several colleges publish a single consolidated private-college fee rather than a three-way split), a number shows here only where that college has notified it; a “—” means that tier isn't notified for that college, not that it is free. Always confirm the current academic year's fee on the college page and against the UPNEET fee notice before paying.

Private seats via UP DGME; deemed via MCC

At a non-deemed private college, the government / state-quota, management and NRI seats are all filled by UP DGME through UPNEET against the college's ABVMU / university affiliation — a private college keeps its full MBBS intake in state counselling, so there is no 15% All-India Quota carved out of it (the 15% AIQ is a government-college mechanism). A deemed-to-be-university (for example Santosh, Ghaziabad) instead admits its whole intake through MCC's deemed counselling with no state-quota tier. New colleges admit on an NMC Letter of Permission (“permitted”) and become “recognised” once the first batch graduates.
