How CEE Kerala and the self-financing fee work

Kerala's private MBBS colleges are self-financing / trust institutions. Admission is on NEET-UG rank through KEAM counselling run by the Commissioner for Entrance Examinations (CEE), Kerala. The Government of Kerala fixes one annual self-financing tuition fee per college under a fee agreement, and CEE allots both state-merit and management seats at that single self-financing fee. There is no lower, subsidised government-college fee at a self-financing college — that tier applies only to Kerala's government medical colleges, which are out of scope here.

The NRI tier and minority institutions

Above the self-financing fee sits a separate NRI quota — notified higher, typically about 2.5–3× the self-financing fee — allotted through CEE on NEET-UG merit. Many of Kerala's self-financing colleges are Christian-minority or community-managed (Believers Church, Pushpagiri, Jubilee Mission, Amala, Malankara Orthodox Syrian Church, Dr. Somervell CSI and others) and hold minority-community seat rights, but every seat — minority, state-merit, management or NRI — still requires a qualifying NEET-UG score and is allotted through CEE Kerala. Deemed universities run a separate route

A deemed-to-be university admits MBBS through MCC's all-India deemed-quota counselling with its own institution-notified fee, not through the state CEE Kerala route — and the fee is usually far higher than a self-financing college's. Trust or university status alone decides nothing: each college page states the route, the counselling authority (CEE Kerala for self-financing colleges, MCC for deemed) and the fee that college actually uses.
