Rural Engineering College (REC) Hulkoti was established in 1980 by Late Shri K.H. Patilji, a prominent leader of the Karnataka Cooperative movement, Former KPCC Chairman and Minister of Revenue and Panchayat Raj in the Government of Karnataka. The parent Rural Technical Education (RTE) Society was constituted the same year with the explicit mission of bringing professional technical education to rural and semi-urban North Karnataka.

REC Hulkoti operates from an expansive 46-acre campus at Hulkoti village in Gadag District, Karnataka (PIN 582205), situated directly on NH-65 (the Pune — Vijayawada national highway). The location offers strong road and rail connectivity to Gadag, Hubballi, Dharwad, Koppal, Haveri and the Lakshmeshwara — Shirahatti taluks, while retaining a residential, rural character that suits full-time campus-based study.

REC Hulkoti is affiliated to Visvesvaraya Technological University (VTU), Belagavi, and approved by the All India Council for Technical Education (AICTE), New Delhi. 00, granted 2(f) status by the University Grants Commission (UGC), and is listed under the COMEDK / Karnataka Professional Colleges Foundation framework.

REC Hulkoti offers seven four-year B.E. undergraduate programmes under the VTU scheme of examinations, spanning Computer Science and Engineering, Information Science and Engineering, Electronics and Communication Engineering, Electrical and Electronics Engineering, Mechanical Engineering, Civil Engineering and an allied/emerging engineering stream. All branches follow the VTU syllabus and lead to a B.E. degree awarded by VTU, Belagavi.

Admission to the B.E. programmes is through KCET (Karnataka CET) conducted by KEA, COMEDK UGET, JEE (Main) or the management quota. Candidates must have passed 10+2 with Physics, Mathematics and one of Chemistry, Biology, Biotechnology, Computer Science or Electronics, with at least 45 percent aggregate in the relevant subjects (40 percent for SC, ST and OBC candidates from Karnataka). Seats are allotted through KEA, COMEDK/KPCF and the college's own management counselling.

Yes. Three-year diploma holders in engineering can join the second year of B.E. at REC Hulkoti through the Karnataka Diploma CET (DCET) conducted by KEA. Lateral-entry seats are allotted through centralised DCET counselling under VTU and AICTE rules, and are available across the seven B.E. disciplines subject to departmental capacity and cut-off ranks in the Karnataka Diploma CET examination.
