Published fees vs counsellor-quoted totals — what's legal and what to pay

BMSCE is unusually transparent for a management-quota admission: the college itself publishes a branch-wise 'Approved Management Fee Structure for 2026-27' on its UG admissions page, from ₹4 lakh per annum (Chemical Engineering) to ₹15 lakh per annum (CSE). That published per-annum figure is the trust-level management fee. It does not include hostel (the college's own note says hostel fees are extra) or the college-level miscellaneous charges paid separately in college — about ₹34,000 for Karnataka students in the most recent mandatory-disclosure fee annexure.

Counsellor-quoted 'all-in' totals for BMSCE management seats are often higher than these published rates. Our own counselling-desk records (May 2026) flagged a donation component as commonly reported for all 13 B.E. branches — that is why each row in our table carries a donation flag. We do not print street-quoted donation amounts because no official document supports any such figure, and our policy is sourced-or-null.

Karnataka law is unambiguous: the Karnataka Educational Institutions (Prohibition of Capitation Fee) Act, 1984 prohibits collecting capitation — any amount beyond the notified/published fee — and AICTE norms prohibit it for technical institutions. BMSCE's own page reinforces the clean route: pay only by Demand Draft favouring 'BMS Educational Trust' from the parent's account, and the trust does not encourage admissions through agents. If anyone — including a third-party consultant — quotes a cash component without a receipt, that demand has no official basis.

Practical rule: treat the published table as the anchor, get every component (tuition, college charges, hostel) in writing with a receipt, and verify the refund policy before paying. If a quoted total exceeds the published per-annum rate times the duration plus documented charges, ask exactly which receipted head the difference falls under.

How much cheaper is the KCET route than management quota at BMSCE?

Substantially. The 2025-26 fee circular (2nd-year) puts the CET unaided (E048) route at ₹76,135 tuition — about ₹1.03 lakh grand total with miscellaneous fees — and the COMEDK route at about ₹2.88 lakh grand total for the same year. Management quota for CSE is ₹15 lakh per annum, roughly 15x the CET grand total; lower-demand branches like Chemical (₹4L) narrow the gap.

Is a donation legal? Will I get a receipt for everything I pay?

Capitation — any charge beyond published/receipted fees — is prohibited by the Karnataka Educational Institutions (Prohibition of Capitation Fee) Act, 1984 and AICTE norms.
