Change of branch happens at the start of third semester, at the college level, against genuine vacancies. There is no second window later in the degree. Here is the entire annual cycle, with last year's dates.

It applies uniformly to affiliated, autonomous and constituent colleges (COB 4 extends it across aided, unaided, government and minority institutions). It is not a college-by-college policy.

Change of branch = a new programme inside your current college. Change of college = a different institution, notified separately, with different exclusions and fees.
02 · ELIGIBILITY
Who can apply — seven categories, one table
The first test is third-semester eligibility under VTU's vertical-progression rules. Your admission quota alone does not disqualify you — except where the regulation says so explicitly.
Two of these answers are repeatedly reported backwards online. Second-shift students are eligible — the exclusion people quote belongs to change of college. And diploma lateral-entry students are not eligible, which almost nobody states plainly.
The 2020 base regulation ranks an eligible backlog student below every all-clear student. The 2024–25 and 2025–26 annual invitations went further and required every first-year subject to be passed. The new annual notice controls the live application.

How your chance is actually decided
Students ask “what CGPA do I need?” The regulation asks first: is there a clear vacancy? A high CGPA cannot create a seat. Try it — drag the sliders.
Why a branch takes nobody
Drag the sliders. A seat must be vacant before any CGPA matters — and when Reg + Rep fills the intake, clause COB 3(6) closes the branch with no exceptions.

Supernumerary seats (SNQ, GOI, PIO, J&K) are excluded from I for this calculation. Vacancy is fixed within 10 days of first-year results and does not move on revaluation.
That is why a sought-after branch can accept nobody in a given year. “Zero got in” does not prove the bar rose — it usually means zero seats were available. At RVCE in 2025, CSE core took no student at any CGPA while ECE, ETE and EEE absorbed most successful moves.
The comparison is local, too. Each college has its own intake, cohort and repeaters — the same CGPA can win at one college and lose at another.
TWO GUARDRAILS THAT ACT FIRST
COB 3(5) · The 75% floorNobody can leave a branch if it would drop below 75% of its first-year admissions. Small branches get locked before the merit list is even used.
COB 3(6) · The full-branch ruleIf Reg + Rep already equals or exceeds sanctioned intake, nobody gets in. The regulation says: no exceptions, under any circumstances.
04 · MERIT ORDER
How VTU builds the merit list
From applications confirmed by your college, VTU generates one list per college. The college must follow it exactly — in order, never beyond the vacancies. This is the whole ordering rule:

Ties at any tier are broken by the applicant's 10+2 / PUC percentage. The list is per college, delivered to the college login — never published publicly.
The list is delivered to the college's login on the VTU portal — it is never published publicly, which is why you cannot find your rank or the vacancy count anywhere. Your position does not move on revaluation, and a submitted application is not an allotment.
05 · COST
What it cost in the latest notice
VTU has not announced 2026–27 charges. The latest official amounts are from the 2025-26 invitation, circular 3148 — ₹600 to apply, ₹7,500 only if recommended, ₹8,100 in total.

Does tuition go up? For KCET and COMEDK students at colleges with uniform branch fees — no. The Karnataka Government–KUPECA agreement sets tuition by category, not by branch. Moving from Mechanical to CSE changes your tuition by nothing.
Management-quota tuition is branch-wise — and no college publishes how an MQ student is re-billed after a change. That answer is genuinely not published: get it in writing from the accounts section before accepting.
THE HONEST CAVEATS
A few colleges sit in two fee categories, so a move can change a government-quota fee. Autonomous colleges may add stages — RVCE's 2024 record shows a ₹9,000 fee stage against VTU's ₹8,100, difference unexplained. See the RVCE record →

What to do when the notice lands
The 2025-26 window was five days; 2024-25 opened at eight and was extended to eighteen. Read the annual PDF — never an old timetable or portal link.
- Confirm the notice says 2026–27 — then check the student deadline, not the later college dates.
- Verify first-year results and 3rd-sem eligibility before paying the ₹600.
- Review preferences carefully — a submitted application cannot be edited or resubmitted.
- Keep the receipt and submitted form until the final list is announced.

VTU's own history argues against assuming anything: the 2024-25 revised schedule extended the student deadline by ten days mid-cycle, while the 2025-26 notice never did.

Frequently asked questions
Can I change branch after first year under VTU?
Yes, if you are eligible for third semester and your category is eligible. The process happens once, at the beginning of third semester, against a clear vacancy in your college.
What CGPA is needed for a VTU branch change?
VTU publishes no fixed CGPA threshold. The outcome depends first on whether a seat is vacant and then on your position in your college’s VTU-generated merit list. Historical lowest observed CGPAs are not predictions.
Can I apply with a backlog?
The 2020 base regulation allows an eligible third-semester student to apply and ranks all-clear students first. However, the 2024–25 and 2025–26 annual notices required every first-year subject to be passed. The new annual notice controls the live application.
Can diploma lateral-entry students apply?
No. COB 3(7)(c) expressly excludes diploma lateral-entry students from change of branch.
Can second-shift students apply?
Yes. COB 3(7)(d) expressly says second-shift students are eligible. Rules for change of college are a different process.
How much did VTU charge in 2025-26?
The 2025-26 notice charged ₹600 to apply and ₹7,500 only for a student recommended for approval: ₹8,100 in total after a successful recommendation.
Can I change back to my old branch?
No. Under COB 3(9)(j), a branch change cannot be reverted and a student cannot change again.
Is change of branch the same as change of college?
No. Change of branch keeps you in the same college. Change of college is separately notified and follows different rules.
Where do I apply?
VTU’s annual notice gives the live application portal and deadline. In 2025-26 it used prexam.vtu.ac.in/coc. Do not rely on an old portal link until the new notice is issued.
